A regional forum on cybersecurity and cybercrime for a third consecutive year in Sofia

The Third South East European Regional Forum has begun today in Sofia Hilton Hotel. The forum attracted great interest with more than 250 participants – representatives of law enforcement agencies from SEE countries, Saltzburg Forum partners, USA, UK, Ukraine and Belarus, public administration, business and academia. The three days event /11 – 13 of  November/ is organized by the International Cyber Investigation Training Academy, the State Agency for National Security and the OSAC Country Council Bulgaria and  is funded by the America for Bulgaria Foundation.

The conference was officialy opened by Plamen Angelov, Deputy Minister of Interior of the Republic of Bulgaria, Nedyalko Nedyalkov, Deputy Chairman of the State Agency for National Security, Robert Reed , Executive Director, Overseas Security Advisory Council, Diplomatic Security Service, US Department of State, Patrick Bracken, President of America for Bulgaria Foundation, Krasimir Simonski, Executive Director of the State Agency Electronic Communication Networks and Information Systems, Ivan Zherkov, Chief of the Political Cabinet of the Minister of Defence and Albena Spasova, President of the Management Board of the International Cyber Investigation Training Academy.

The duration of the forum is three days. During the first day will be presented the latest cybersecurity trends, the latest solutions for big data protection, critical infrastructure attacks, social engineering, vulnerbilities, exploits and instruments, facilitating cyber crime, the new challenges of the financial world. The speakers will be representatives of: State Agency for National Security, Ministry of Defence, Ministry of Transport, Information Technology and Communications, Microsoft, IBM, ACT Sofia, HP, Atos, Aconite Internet Solutions, Merck and Co, Sofia University St. Kliment Ohridski, Alpha Bank, Citi, etc.

During the second day will be presented the new EU strategy – the Directive on attacks against information systems and the Proposal for a Directive concerning measures to ensure a high common level of network and information security across the Union. The leading experts, analysing the EU policies – Hans Graux, Co-founder of time.lex and Neil Robinson from Rand Europe have been invited. Security experts from BULSIM will conduct a real time simulation of a cyber attack.

The third day will be dedicated to law  enforcement agencies from different countries who will present their experience. A training on FaceBook investigation cases and cases of child pornography investigation will be presented. One of the most prominent experts in the field – prof. Alisdair Gillespie has been invited.

Over 200 participants filled the Musala hall of Hilton Hotel in Sofia in the first day of the Second South East European Regional Forum on Cybersecurity and Cybercrime. The event was opened by the Deputy Prime Minister and Minister of Interior Tsvetan Tsvetanov, Deputy Minister of Defence Avgustina Tzvetkova, Deputy Minister of Transport, Information Technologies and Communications Valery Borisov, H.E. Marcy Ries, the ambassador of US in Bulgaria, the “Civil society” Program Manager of the Foundation America for Bulgaria Lenko Lenkov and the President of the Management Board of ICITA Albena Spasova.

“There are no borders in Internet. That is why we should cooperate to counteract the cyber threats concerning not only the national security but the security of the end users in Internet”,  said minister Tsvetanov. According to Albena Spasova every day over 150000 viruses appear in Internet and infect over 1 million computers. 2 billion cyber attacks are completed for a period of 24 hours and the loses from these attacks amounts to over113 billions.

„A complex of judicial and organizational measures are needed in order to solve the problem”, said the Deputy Minister of Defence Avgustina Tzvetkova. According to the Deputy Minister of Transport, Information Technologies and Communications Valery Borisov there is a huge need of standardizing similar terminology in the field of cybercrime. Lenko Lenkov from  America for Bulgaria Foundation expressed his gratitude to the organizers. Albena Spasova present the President of the International Agency for Crime Prevention and Security Policies Petar Nenov with a certificate of gratitute.

The forum brought together law enforcement representatives from 21 countries, Europol, Interpool, European Commission, Council of Europe, SELEC, judges, prosecutors, representatives of business, public administration, NGO, academia and media. This is the second event organized by the International Cyber Investigation Training Academy, Ministry of Interior of the Republic of Bulgaria and the International Agency for Crime Prevention and Security Policies. The first day of the three days forum was opened to the public (22 October) and the second and third days were closed to the law enforcement authorities.

Misha Glenny will participate in the forum

The prominent journalist and historian and author of the bestseller “McMafia” Misha Glenny will take part in the Second South East European Regional Forum on Cybersecurity and Cybercrime. Glenny will participate via videoconference in the Smart society security panel on 22 of October at 17.30 o’clock. He will present his latest book, published in Bulgaria – Darkmarket: How hackers became the new mafia.

The forum will be officially opened by the Deputy Prime Minister and Minister of Interior Tsvetan Tsvetanov at 9.30 o’clock in Musala hall. The Deputy Ministers of the Defence Avgustina Tzvetkova and Valentin Radev and the Deputy Minister of Transport, Information Technology and Communications Valery Borissov will also take part in the forum. Among the speakers are: Dan O’Briеn, Sector Chief Cyber Division, FBI, USA,  Valérie Andrianavaly, Policy Officer, European Commission, Markko Kunnapu, Chair of the Convention Committee on Cybercrime within the Council of Europe Convention, business representatives, public authorities and academia.

Regional platform will fight cybercrime

The participants in the first South East Regional Conference on Cybersecurity and Cybercrime, that was held in Sofia, 19 – 21 October 2011, decided to establish a regional platform facilitating cybercrime counteraction on South East Europe.

The main objectives of the platform are:

  • Promoting and supporting the exchange of best practices among the law-enforcement authorities from the region with a view of achieving a more effective counteraction to cybercrime, better knowledge of criminal situation and improvement of the mechanisms for international cooperation.
  • Creating effective forms of public-private partnerships for prevention of cybercrime and for improvement of the Internet culture of the users, coming from the position that better knowledge of the threats in the Internet leads to an aware and cautious behaviour of the Internet users and limitation of the opportunities for committing cybercrimes.
  • Establishing regional expert councils for the development of best practices for cybercrime counteraction and an organization of regular working meetings at regional level for exchange of experience in the respective fields of cybercrime counteraction.
  • Building a series of measures for stimulating the exchange of information among the law-enforcement agencies and other structures engaged in maintaining the cyber security, with a view of development of strategies for counteraction.
  • Developing, together with the academia circles, of research of the latest trends in cyber attacks and their use for the creation of best practices with a view of the implementation of the academic achievements in practice.
  • Organization of joint trainings on cyber investigations and prosecutions for police officers, prosecutors and judges from the SEE states with a view of improving their qualification and strengthening the cooperation at national and regional level. The resources and the experience of the International Cyber Investigation Training Academy can be used for this purpose.
  • Cooperation with other international organizations and structures involved in the prevention and counteraction to cybercrime.

Over 150 participants from the leading information and communication companies, financial orgnizations, public and non-governmental sector and officials from the law enforcement agencies in South-East European countries, USA and the partner countries from the Salzburg Forum took part in the first South East European Regional Conference on Cybersecurity and Cybercrime, held on 19 – 21 of October in Sofia at the Sofia Hilton Hotel.

National authority will develop a cybersecurity strategy

Аn interdepartmental working group on cyberdefence has been established. The group should propose members, prerogatives, mission, functions and tasks of the National body on cybersecurity and should prepare a project for a Desicion of the Councils of Ministers of the Republic of Bulgaria. This was announced by the Deputy Minister of the Defence Avgustina Tsvetkova. Thus, one of the main problems of the development of the national strategy on cybersecurity will be solved. This authority will coordinate and consolidate the efforts of the Bulgarian departments and organizations. The strategy will cover the public networks and the networks for clasified information and will correspond to the NATO/EU policy in this sphere.

As a member of NATO and in the context of the Action Plan, the Republic of Bulgaria should focus on:

- cooperation in trainings and sertification of teams for emergency reactions in case of cyber incidents;

- creating conditions for using software instruments for monitoring, control and investigation of cyber incidents;

- exchange of experts and lessons from the practise of the member countries, and participation in joint preparation and exercises in cyber defence.

We need quick measures to join the efforts for counteraction to cybercrime

Being part of this interconnected world, the government institutions, the business and the citizens depend on the secure functioning of the information and communication technologies and Internet. At the same time the new technologies has become an aim and instrument for the organized crime groups. That is why the cyber security is one of the main challenges for the public institutions and the business on national and international level. With this words the Acting Minister of Interior of the Republic of Bulgaria Veselin Vuchkov opened the first South East European Conference on Cybersecurity and Cybercrime. According to him we need quick and adequate measures and cooperation of the efforts of the different countries on one hand, and of the public and the private sector – on the other in order to counteract to the cybercrime that is not only the most modern, but also one of the fast growing forms of crime. He expressed his confidence that the topics that will be discussed during the conference  will help to create a joint approach to combat cybercrime in the region. „We are convinced, that the main premises for the successful counteraction are the prepareness of the law enforcement and the quick and direct exchange of information with the partners”, said Vuchkov.

The first South East European Regional Conference on Cybersecurity and Cybercrime was officialy opened by Veselin Vuchkov, Acting Minister of Interior of the Republic of Bulgaria,  H.E. James Warlick, Ambasador, USA Embassy, Republic of Bulgaria and Albena Spasova, President of the Management Board, International Cyber Investigation Training Academy. Among the official guests were Avgustina Tsvetkova, Deputy Minister of Defence and Parvan Rusinov, Deputy Minister of Transport, Information Technology and Communications, Republic of Bulgaria.
